[Bug swing/24763] New: Tooltip fired up too quickly

Running the JUnit swingui with jamvm 1.3.3/Classpath CVS, i noticed the tooltip
on components is being fired up too quickly.

I then launched the same gui with Sun's Java, and observed the following
behaviour:

a) The first time you put the mouse over a component, the tooltip takes 1
second to appear (start counting from when the mouse pointer stopped over the
component, of course).

b) If then you move the mouse out, and in again - taking less then a second to
do the out-in movement - the tooltip appears instantly

c) However, if you move the mouse out, _wait 1 second_, and move in again, it
goes back to the 'a)' logic (it'll take one more second to appear the tooltip).
