By the way, just clarifying situation b), because i think it's not very clear:

Current behaviour of Classpath:

When you move the mouse out, and in again - taking less then a second to
do the out-in movement - the tooltip appears after a second (just like
behaviour a) must be).

Desired behaviour:

When you move the mouse out, and in again - taking less then a second to
do the out-in movement - the tooltip should appear instantly, but it isn't
doing that now.
