[Bug swing/26027] The new element, added to JList, does not appear (regression since 0.20)

I fixed this issue completely, restoring my old patch and fixing the real
functionality. The problem was that the ListDataHandler should set the
updateLayoutStateNeeded flag so that maybeUpdateLayoutState() triggers
updateLayoutState() when the model data has changed. I also added a Mauve test
for this issue.
