Well `truncate` is already in FreeBSD at least, so that seems sensible.
Also it makes sense to minimise the number of separate projects where possible,
so I agree that maintaining these within util-linux-ng would be good.
They can alway be split it in the future if required.

Currently my scripts depend on coreutils which would not be appropriate
for util-linux-ng components, so they would be rewritten in C
(which would be good for other reasons).

I'll probably send timeout.c and truncate.c first, to see how it goes.
