Now that the ambiguity has been solved[1], the question remains of whether accepting an empty prompt string is useful or is just an indirect way of disabling the P command.
The POSIX description of the prompt command states that "The P command shall cause ed to prompt", but "prompting" with the empty string is not prompting.
