Did you read the PROBLEMS file about build problems on HP-UX 11.0?

I would be surprised if the compiler for HP-UX 11.0 isn't an ISO C (ANSI C)
compiler.

Yes it is because free here refers to the freedom to distribute, not that it
doesn't cost anything.
