Someone in my company just gave me the binaries that I need. I'm still
wondering why the advertised links and zip files didn't have .lib and .dll
files. They just had a bunch of .exes. If someone could explain this to me, I
would be much appreciative.

Hi Michele,
In case you want to prepare new binaries for Windows, please be aware that
there will be a new gettext release 0.21.1, in particular with important fixes
for native Windows, in a couple of days. Don't waste your time on
0.21 at this point.
