As I can't reproduce the above problem, I think the bug is fixed.

By (1), the variable buffer-file-coding-system-explicit is
set to XXX, and, in such a case, revert-buffer binds
coding-system-for-read to XXX to respect your decision made
by (1).
I'm not sure this behavior is a bug.
