It doesn't really make sense to move the branch commands to 'C-x v <' while vc-dir-mode-map has branch commands on 'C-x v B'. We should make the UI more uniform, not create more exceptions.
These were my 2 cents, just an idea.
It's not mnemonic either.
IMO it is, '<' is a visual representation of two branches. I wouldn't be surprised if '<' was used (as an icon) to open a dialog for branch operations in some other editor.
