To me it looks as if you didn't add the lib to the search path.
For openSUSE this is done with "Add the text “/usr/local/lib/pspp" to the file "/etc/ld.so.conf” (with: kdesu kwrite /etc/ld.so.conf)" and I guess for Fedora it will be something like this.

Ps: It wouldn't heart if somebody would write a howto for Feodora or an other OS.
