I suggest having a look at http://wiki.cybersoc.info/doku.php/pspp

Although 0.7.4 is not a released version I consider it as a stable
one. As far as I know, most of the problems with the "special"
characters are solved in this version. It should even include a
spanish translation. Besides this a lot of other things are improved
compared to 0.6.2

I am not an Ubuntu user, and didn't use this package myself
