This is a feature from Apple’s new OS: a developer pays Apple for the ability
to install on the OS without getting blocked like this.
The temporary work around (that is, don’t disable the feature) is to open
System Preferences -> Security immediately after trying to install something.
There will be a new question in the general settings asking if you’d like to
allow the attempted install to proceed.
