PSPP-BUG: [bug #66244] Distinguish statistical "Error" and run-time "Error" for proper translations.

Follow-up Comment #2, bug #66244 (group pspp):

A proposed patch splitting pivot_value creation part from
pivot_value_new_text() into pivot_value_new_text_translate(),
as pgettext() is defined as macro in gnulib's gettext.h,
and the macro should be expanded upon calling it.
