problem with the "date" utility and localization

I don't know whether my problem is an unimplemented feature, or a
configuration error. So I am bothering the community, appreciating any
help. Here's the problem:

the "date" utility accepts only input dates in standard locale, while it
prints dates using locale informations. I have set the environment
variable LANG=it_IT, as the documentation says to be sufficient to
enable localization.

For example: if I do

date --date="15 ott 2000"

it prints an error message about the date being not valid ("ott" is the
Italian version of "Oct"), but if I write

date --date="15-10-2000"

the output is "dom ott 15 00:00:00 CEST 2000"
