It's not mv or cp that's guilty, here. The operation is not permitted
by the OS. I.e. it's the Linux kernel that lets you write to the files
on this filesystems, here, but not touch their timestamps. The
mounting flags you used may well be the real reason behind
this. I.e. it can make a difference whether it's root or some user who
mounted that filesystem.
