There are many problems with gettext-0.10.37 on RedHat 7.1, which
is shipped with gettext-0.10.35.

/usr/share/aclocal/gettext.m4 in 0.10.37 is VERY different from
0.10.35. For one thing, INSTOBJEXT is removed. Any po/Makefile.in.in
which uses INSTOBJEXT is broken when you do

# aclocal

to see it. The partial list of the packages are:
