These two particular packages use m4 macros which only work with recent
autoconf. This is not related to gettext.

I sent you a patch that you can apply to your /usr/share/aclocal/gettext.m4.
Please use it; I won't make a new gettext release in the next three weeks:
I wait for more bug reports.
