You are welcome to test it. But this CVS contains a README-alpha file saying

   This is a test release of GNU gettext.
   Please do not send reports about this release to any
   GNU mailing list or newsgroup.

   Please send comments and problems to <two email addresses>.

The man/Makefile.am which is executed here has a comment: groff 1.17 or newer.

Yes, and it was completely rewritten in groff 1.17 and now generates
really pleasant HTML.
