GNU m4 1.4

The release is eight years old! -- you don't suspect me to run anything
older, do you?

 I felt autoconf 2.13 compatibility is unimportant here as you can't
support both 2.13 and 2.53 at the same time anyway due to LIBOBJS vs
AC_LIBOBJ.
