It's not a question of whether the people on this mailing list have a
consensus.  It's a question of what the license means in your
situation.  In theory such questions are decided by the courts.  In
practice, though, it's never come to that: people with questions
typically write to <address@hidden> and sort matters out with the FSF.
In rarer cases, the FSF contacts people who (in the FSF's opinion) are
distributing in violation of the GPL, and they typically sort things
out with varying degrees of cooperation.  It's never gone to court.

I think you have a new case, which tests the borders of the GPL.  So I
suggest that you write to address@hidden, and explain the situation to
them.  Your most recent message contains a reasonable explanation, so
you can copy some of it, but please try to use friendly words rather
than sarcastic ones, as it will save everyone aggravation and it will
make it more likely that they will go along with you.

If you don't write to address@hidden, and just want to publish without
communicating to them, then the safest thing for you to do is to
remove the fallback code that links to GNU gettext.
