this discussion list would be the right one if this were a problem in GNU
gettext, which is unlikely, I guess.

If the bug resides in apache or php, you should report it to their bug
databases.

BTW: If is was possible to reproduce the bug only in standalone PHP,
it might help the PHP people to debug the situation.
