     I've put this in, but does getpgrp() actually return anything
useful?  The C run-time library reference manual accessible on the
net at www.openvms.compaq.com/doc/ doesn't mention it.

     This change makes it somewhat harder to compile gawk on V7.3-1
and then link the resulting object files on an older VMS system, but
I don't think that'll be a real problem.
