Hello, Pavel. Do not be sorry! :-)
PO mode is now part of the GNU gettext distribution, which is maintained
by Bruno Haible. Best would probably write to him, or to any address
documented in the gettext distribution about where to report bug or
suggestions. (I do not know it out of my head, not having checked
recently).

It could be a good idea, indeed, but I'm not the one to decide anymore.
Note that with a properly configured Emacs, from Dired mode, you
may open a PO file and have Emacs switch to PO mode for that file
automatically. What you ask more, if I understand you well, would be
that Dired mode (or the derived mode) to display the "status of PO
files", probably meaning statistics about translated vs untranslated
messages.
