indeed, Automake >= 1.8 doesn't use mkinstalldirs internally.

I don't think this will happen anytime soon. Alexandre tries hard to be
backward compatible. The "implicit EXTRA_DIST" list still contains
config.h.bot, for example.
In this case, when Automake stopped using mkinstalldirs internally, a
special code was added so that make variable $(mkinstalldirs) is
available, in case someone uses it.

OK, it's the economics of insurance.
On one side there is a very small probability that things will break badly.
On the other side there is 100% probability that the output of gettextize
is slightly less readable.
Speaking about future, shouldn't gettext use install-sh too?
