Sorry for replying myself, I didn't make it very clear in last post.
What I have in mind is, does Ulrich Drepper still behave like this[1]?
If that is the case, I'm afraid it is simply a waste of time.

I also have been thinking about updating zh_hk locale data and
big5hkscs character conversion table as well, but become really
hesitant to do so due to difficulty in discussion.
