Make GetText 0.16.1 on Windows

Hello

My problem is that I'm trying to build GetText 0.16.1, and I have no idea how 
to do that.
I would think that it it's a simple task once you know how to do it, so could 
any of you smart people please tell me how to build GetText 0.16.1 on Windows? 

Just to let you know I'm very new to MinGW, Cygwin and the whole gnu-stuff in 
general.
