gettext 0.18: ./configure --without-cvs does not work properly

Hi.

Trying to build gettext using --without-cvs results in an almost empty
archive.dir.tar.gz file (45 bytes long) which I guess it will not work.

I would understand that cvs would need to be present during the build
so that archive.cvs.tar.gz in the source may be extracted by cvs into
their individual files, but to my surprise, installing cvs and trying
to build again does not improve things at all.

[ Tested on Debian unstable of 2010-05-15 ].

Seems like a bug in the build system to me. If cvs is needed I would
expect ./configure to give an error.

Also, PACKAGING should probably warn that cvs is needed if that's
really the case.
