It's a matter of which gnulib module you use.

gettext => implies that you INSIST on the latest gettext (0.18)
gettext_h => implies that you use gettext, but not necessarily the
latest version

Update autoboot.conf to switch which module you require, and then you
can get by with gettext 0.17 again (see how coreutils did it:
