Peter, FYI, as far as I can recall the canonical makeinfo has always
generated the "See" in HTML output.  Current texi2html and development
sources do too.

It's part of the Texinfo language definition that "See" is in the output
(and "see" for pxref), so it is simply a bug not to include it.

    Are these things annoying? I know they're only small but I just want
    to help if I notice something.
