I stand corrected. Thanks for that. I found that the @ref instead of
@xref is the reason `See' is not being generated. I was confusing @ref
and @xref.

Thanks Ralf and Karl for the comments on patch submission. I am just
getting started in submitting fixes and even though I've read lots of
advice about how to go about it I worry that I'll do the wrong thing
and make work for already busy people.

I will resubmit the patch.
