I looked up the last release of make, 3.80, and it contained this
information:

@set UPDATED 08 July 2002
@set UPDATE-MONTH July 2002

In addition, GNU make 3.80 was released in October 2002.  So
unless there were some local changes for gnupress, which I wouldn't
know about, the one you've found should be it.
