Except we know there exists a non-free browser plugin that does this.
I'm not sure exactly how it works, but the plugin must search for and
manage the location where the supercookies are stored. It would be
ideal to petition the BetterPrivacy author to put the plugin under a
free software license.

These objects (*.sol files) are stored in ~/.macromedia, and nowhere
else, on my system. So maybe it wouldn't be so hard to create a plugin
to delete them.
