There seems to be two fundamentally different viewpoints on what
constitutes good documentation. We have the 'info' camp and the 'man'
camp.
This is why there _are_ two documentation systems. TeXinfo
provides us with beautiful manuals that are easy to write, and easy to
navigate. However, they are _manuals_.
Manpages are misnomers. They are _horrible_ manuals; but they
make great reference cards. Typically, if I forget the syntax of a
command, the manpage will be the first place that I look.
So, this is why some complaints are valid. The manpage is
insufficient to be a quick refresher course, and the TeXinfo page is meant
to be read through from beginning to end. I like the TeXinfo manual,
but I agree that the manpage is a little lacking.
