hts quits immediately under Win2K

Hi, I have downloaded the latest hts
(version 3.3) for Win2k
I run the following command from the
command prompt: hts -F localhost:21 80
and I can see in the process pane of
the task manager hts exiting right away. 
How can I debug this erro?
