No. There is no means to make Lilypond handle transposition in treble
clef differently to transposition in bass clef. This must be done
automatically.

Don't forget the other item I mentioned: A full score written in C (as
I normally do) contains much more treble/bass clef changes than a horn
part should ever have, so a split point must be given where the
transposed voice changes the clef, instead of relying on the clef
changes in the full score.
