First there was the time signature, then there was the bar, marking
the first beat.

What does a bar without a time signature mean?  Answer: whatever
you want it to mean.  How does the reader know that?

Have you considered forget-accidentals?  If there are long sections
without bars, that might be the best way, because the bars won't
matter.  http://www.openguitar.com/files/scales.pdf was done that way,
in meters like 30/4.  You don't have to do it in C. See the last pages
