This is completely logical, since a Voice context only can
live within a Staff context. Therefore, LilyPond creates
a new Staff context to host your Voice context.
What you probably want to do is something like
\version "2.10.25"
\score {
<<
\new Staff \new Voice \with {
\remove "Note_heads_engraver"
\consists "Completion_heads_engraver"
}
{ c''1 }
\new Staff { e'1 }
}
If you want the change to apply to all voices in the full score,
please read section "Changing context default settings" in
the manual.
