lilypad.exe is not always copied into the tarball.  Workaround: manually run

grep "lilypad.exe"
target/mingw/installer/lilypond-git.sv.gnu.org--lilypond.git-
master/files.txt || echo 'mingw does not contain lilypad.exe'

after every build; if it fails, rebuild the mingw part.

Jan and I spent 2 hours trying to track it down without success.  :(
