Cray SV1 native compilation fails

Hello,

I just tried a simple-minded install of m4-1.4 on a
Cray SV1 machine and it's compiler came up with the
following error,

 cc -c -DHAVE_CONFIG_H -I.. -I. -I./../lib -g debug._c
 CC-169 cc: ERROR File = debug.c, Line = 225
   Expected a declaration.

   trace_format (fmt, va_alist)  const char *fmt; va_dcl
                                                 ^
among other things.

I've attached config.h in case it's helpful.

Note: the machine does not appear to have gcc installed.
