    Hmm, the GCS is a bit inconsistent here.

I'll have to work on the wording.  The intention is for html/pdf/ps to
be supported "like dvi" -- not built by make all, or installed by make
install, but with a separate-but-standard make target and a standard
install target.  Reasonable?

Whether the install target should depend on the make target, I'm not
sure.  (And, interestingly, no `install-dvi' target is created by
automake, apparently.  Another problem.)  Since `make install' depends on
`make all', I guess it may as well.

    or to just release 1.4.5 with missing targets and wait for m4 2.0
    (which has already been fully autoconfiscated) to become compliant
    with the GCS.

My only advice is, don't spend time making a release just for GCS
compliance purposes.  No one actually cares deeply these targets right
now.

Especially since 1.4.4 released was released not too long ago, so I see
no reason to strain for 1.4.5.  On the other hand, if it's little work
(as Gary said), then of course releases are always good :).
