Even though I'm not motivated to write an ungetc replacement at the moment
(in part because it would be hard to do without access to a system with
buggy ungetc), maybe it is worth writing a simple ungetc.m4 that at least
sets a config.h flag to make it easier to silence these known test
failures.  I'll see what I can do on that front.
