Ignore all the vte-based programs. The most commonly used terminals, afaict, are xterm, konsole, gnome-terminal (vte), urxvt, and iterm2. ALL OF WHICH SUPPORT 24-bit colour. The only terminals from that list which /don't/ support 24-bit colour that I've even HEARD OF are terminology and putty. And there are superior alternatives for both of those, even beyond the fact that they have negligeble market share. And if you do want to support them, you can simply not use 24-bit colour.
