no - it's some new problem with either the ISP, or their firewall.
For several years (March 2013) there's been an intermediate directory level
"pub"
(to work around their changes) making that
ftp://ftp.invisible-island.net/ncurses/current/
become
ftp://ftp.invisible-island.net/pub/ncurses/current/
Something is now disallowing the links.
I'll check with the ISP to see how to fix it.
