That's intentional. It's in Caps-ncurses so that tic can provide proper
diagnostics, and in misc/terminfo.src for informational purposes.

Recognized capabilities
The ncurses library uses the user-definable capabilities. While the
terminfo database may have other extensions, ncurses makes explicit
checks for these:
The ncurses library doesn't use that capability, so it's documented only
in the terminfo database. Those less-documented features do not interfere
with ncurses, but do not help it, either.
