While writing patches to use the new variable (whatever it gets named),
I noticed that the original proposal:

also mentions that distros want to use /lock instead of /var/lock for
storing lock files, which have yet another class of semantics. Should
we also be adding support for a variable defaulting to
$(localstatedir)/lock but allowing the use of /lock?
