I have just pushed a change for all the urls in README and all those in
standards.texi which I was able to confirm worked with https

Ping again on the commit of these changes, for anyone who is able to
commit. It's now been more than a month that these changes have been
approved but not committed. We need to be able to get agreed changes
committed to the GNU Coding Standards; it's no good if the standards are
fossilized because even when it's agreed that a change should be made,
no-one is able to commit it.
