Richard, evidently you lost track of my May 1 draft change 
<https://lists.gnu.org/r/bug-standards/2024-05/msg00004.html> to the GNU 
Coding standards, since I see the same topic has come up again.

Attached is that draft change again, updated to match the current 
edition of the GNU coding standards. I think this draft addresses the 
points that Martin raised.
