you don't need any password to access the bazaar repository:
https://savannah.gnu.org/bzr/?group=wget
Remember to use "trunk" as branch name.
You can also try with the last alpha release:
ftp://alpha.gnu.org/gnu/wget/wget-1.12-2428.tar.bz2
