If the download and install completed successfully wget.exe and wget-1.12.exe 
will be in your installation's bin subdirectory. If you installed to 
C:\gnuwin32 then wget is located in C:\gnuwin32\bin

There are help files in various formats but I think you're probably having 
problems viewing wget.hlp. The hlp files are no longer used. If you want them 
read this and then follow its directions: http://support.microsoft.com/kb/917607

You should be able to use wget.chm instead of wget.hlp. That file is 
<installdir>\Start Menu\chm\wget.chm, or click the shortcut on your start menu 
if you imported it there.

The two wget versions that are downloaded by the GetGnuWin32 installer are 
wget.exe (Wget 1.11.4) and a later wget-1.12.exe (Wget 1.12 development version 
-stable). The script offers the latter as a supplement. If you want something 
more recent from this year you can download one of the recent development 
builds that were mentioned earlier in the thread.
