There are some minor things that are not
clean and may cause problems at some point in time.
Maybe you can fix this now before releasing
3.4.0:
RTIfedTime.cc
::rft() has no return nothing in case
of exception...
FedTimeFactory::makeZero() returns nothing
in case of exception
FedTimeFactory::decode() returns nothing
in case of exception
